Executive Summary Demonstration Project The Design Team recommended initiating the NBN as a demonstration project to test key aspects of the system. A 3-year demonstration project would provide sufficient time to enable the stakeholders to establish and assess the needs of researchers; create an ethical and legal framework; collect, analyze, and distribute biospecimens; and manage the information to suit the needs of the research community.
